I’m organizing a protest protesting FCC’s decision on approving non captioned programs.
THE PROTEST WILL TAKE PLACE ON APRIL 13TH ON A FRIDAY FROM 10 30 AM TO 4 PM AT 455 12TH ST SW WASHINGTON, DC. WE WILL MARCH TO CAPITOL HILL.
THE METRO CAN BE USED TAKING THE ORANGE AND BLUE LINES TO THE SMITHSONIAN STOP AND WALK PAST THE DEPT. OF ARGICULTURE BLDG. ON 12TH ST.

On the following email: I’m Phillip Brown II. I am doing this as a member of the Deaf and HOH community speaking out for my rights and yours too. We live in the 21st century and we ought to be able to switch to any program on TV and have captions on at all times on every channel and also movies and internet TV along with commercials and paid programs. FCC failed to meet Congress’ mandate by Jan. 1, 2006 that 100 percent of programs on TV to be captioned. They are continually approving programs’ request not to be captioned. I’m aware that NAD and TDI and other organizations are petitioning against these decisions but how long has that been going on without avail. It’s time for us the Deaf and HOH citizens to stand up and speak out as a community. Thank you for your support. Commentary: Phillip Brown has excellent points. We’ve seen different organizations’ and individuals, including me, constantly fighting against frequent requests for closed-captioning waivers. Perhaps if FCC see the number of concerned people at the front protesting against the failure of FCC to meet the mandate of Congress, they may realize the importance of meeting this requirement. C I am not sure what you are referring. I am not involved in this protest, if this is what you mean, but I have no problem letting this man have a forum in my blog. I certainly support his protest. In fact, if more deaf people are outspoken and demand their rights, they won’t be so oppressed by hearing people.
I’ve been involved in the campaign against the FCC waivers of closed captioning for some time. Apparently you aren’t aware of the many other activities I’ve been working on as a civil right activist. If you think all I do is protest, then you don’t know me well.

“it’s that all we do” We as in deaf culture. I agree, we have to be outspoken but isn’t there another way to do it? Right now protests and deaf seems to be synonymous with each other. I have high regard for people like you for being an activist. The fact that you take the time to do this to better our life is awesome.

Gotcha. Thanks for the clarification. Actually deaf people and deaf organizations have been working on this FCC granting waivers for closed captionings for quite a long time. Countless letters were sent to FCC and meetings held with FCC officials. Unfortunately the FCC officials are slow in recognizing that there is a strong need for all programs to be captioned. One disadvantage is that some of these organizations asking for waivers, pleading poverty, are using savvy high-priced lawyers to convince FCC. FCC hadn’t been forthcoming, drafting policies and approving the waivers without public notice, alarming the deaf/hoh stakeholders.
However, the FCC is beginning to listen to the deaf/hoh organization, but FCC has a long way to go in compliance with Congress mandate of full captioned programs.

The Hearing Loss Association of America, HLAA, (formerly Self Help for Hard of Hearing People), advocate for the 31 million who are hard of hearing, (as opposed t o deaf)has been working on this for many years as has AG Bell and others. We are all in this together.

The Hearing Loss Association of America, HLAA (formerly Self Help for Hard of Hearing)has been working for years with the FCC on behalf of the 31 million people who are HoH. WE are making a major effort, captioning affects all of us, deaf and hard of hearing alike.
