Thanks for the clarification. Actually deaf people and deaf organizations have been working on this FCC granting waivers for closed captionings for quite a long time. Countless letters were sent to FCC and meetings held with FCC officials. Unfortunately the FCC officials are slow in recognizing that there is a strong need for all programs to be captioned. One disadvantage is that some of these organizations asking for waivers, pleading poverty, are using savvy high-priced lawyers to convince FCC. FCC hadn't been forthcoming, drafting policies and approving the waivers without public notice, alarming the deaf/hoh stakeholders. However, the FCC is beginning to listen to the deaf/hoh organization, but FCC has a long way to go in compliance with Congress mandate of full captioned programs. :( Gotcha. I agree, we have to be outspoken but isn't there another way to do it? Right now protests and deaf seems to be synonymous with each other.
