JOB SUMMARY Manages the fiscal activities for USDB and has direct reporting relationship to the Utah State Office of Education; serves as chief fiscal officer; advises executive, division, and agency directors regarding fiscal operations; develops and implements procedures and controls to manage budgeting, accounting, contracts and other financial services; manages the formulation of a department’s appropriation requests; oversees the review of divisions/office budget requests, estimates and analyzes program needs, priorities, revenue sources, federal matching money and legislation; evaluates and applies executive and legislative guidelines for agency budget preparation and process; performs lead role in presenting budget requests; assists department executive and/or executive staff by providing detailed analysis of requests and defends proposals to the Governor, Legislature, Office of Planning & Budget and the Office of the Fiscal Analysts; manages the preparation of work programs, revisions and the monitoring of budgets; reviews reports of subordinate budget and accounting officers and offers suggestions to problems; advises department executives and managers of fiscal problems and alternatives to minimize impact of revenue cutbacks and shortfalls; directs and controls revenue receipting, adjusting and distribution of functions and controls expenditure authorization, purchasing, and inventory activities in accordance with state and federal law; explains and interprets state/federal guidelines to agencies and subordinate staff; responds to inquiries; provides reports to agency management, the Governor’s office, Legislature and federal government on agency fiscal activity; manages agency contract services; implements controls and standards to monitor the process and review of contracts; supervises subordinate personnel including hiring recommendations, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions to include termination; performs other duties as assigned.
JOB REQUIREMENTS/SKILLS Knowledge of: principles, theories and practices of budget management, purchasing goods and services and administrative rulemaking; bid, quote and award procedures; applicable laws, rules, regulations and/or policies and procedures; school programs. Ability to: determine how money will be spent, weigh the relative costs and benefits and account for expenditures; make decisions and solve problems by identifying key facts, exploring alternatives and proposing quality solutions; communicate effectively in both written and oral form; maintain confidentiality; conduct a methodical examination; prepare financial reports and documentation; deliver presentations or training using acceptable methods and techniques; supervise others by assigning/directing work, conducting employee evaluations, staff training and development, taking appropriate disciplinary/corrective actions, making hiring/termination recommendations, etc. Preference will be given to qualified deaf/hard-of-hearing and/or blind/visually impaired candidates. Successful completion of criminal background check is required for this position. Preference will be given to applicants with CPA credential.
SALARY AND BENEFITS State of Utah Step 63-75, $27.78 - $38.47 per hour ($57,782 - $80,017 annually). Health, dental, accident and life insurance, state retirement, long term disability and other valuable benefits are available. New hires are required to enroll in Direct Deposit to have their pay deposited into a financial account.
ASSIGNMENT PERIOD This is a full-time, twelve month per year appointment that is exempted by law from the provisions of competitive career service as prescribed in Utah Code Annotated 67-19-15. This position is appointed by and serves at the will and pleasure of the Utah State Board of Education. Work schedule Monday through Friday, eight (8) hours per day.
